Basic Law Test in Civil Service Recruitment

Q 1.

Can a candidate apply for a civil service job if he / she does not have a pass result in the Basic Law Test at the time of application?

A 1.

For recruitment exercises advertised on or after 6 August 2021, a pass result in the Basic Law Test (BLT) is an entry requirement for (i) civil service jobs requiring degree / professional qualifications; and (ii) civil service jobs requiring non-degree / non-professional qualifications at or above completion of secondary education level. For candidates who have not taken the BLT or have not attained a pass result in the BLT at the time of application, they may still apply for the aforesaid categories of civil service jobs. Arrangements will be made for them to take the BLT during the recruitment process. The recruiting department / grade will inform candidates of the relevant arrangements.

That said, prospective candidates for civil service posts of degree / professional grades are also reminded to check the Civil Service Bureau’s announcement of the dates of upcoming BLT should they plan to take the test.
 

Q 2.

For candidates who have taken a BLT before, do they need to re-take the BLT if they want to apply for civil service recruitment jobs advertised on or after 6 August 2021?

A 2.

For candidates who have taken a BLT before (either a BLT arranged by individual bureaux / departments in their past civil service recruitment exercises or a BLT centrally conducted by the Civil Service Bureau), they will be deemed to have a pass result in BLT if they have attained a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct). Pass results obtained in previous BLTs are of permanent validity and are acceptable for the purpose of applying for relevant civil service recruitment exercises to be advertised on or after 6 August 2021.

 


Q 3.

Are holders of a pass result in BLT for degree / professional grades required to take the BLT again when applying for other degree / professional civil service jobs?

A 3.

No.  The pass result is of permanent validity and is acceptable for the purpose of applying for degree / professional civil service jobs, or non-degree / non-professional civil service jobs requiring academic qualifications at or above completion of secondary education level.

Candidates may, if they wish so, take the BLT again when applications for the next round of BLT for degree / professional grades conducted by the Civil Service Bureau are called.  

 

Q 4.

Are holders of a pass result in BLT required to take the BLT again as conducted by the recruiting department / grade when applying for non-degree / non-professional civil service jobs at or above completion of secondary education level?

A 4.

Pass results obtained in BLT for degree / professional grades or pass results obtained in BLT for non-degree / non-professional civil service jobs at or above completion of secondary education level, are both acceptable for the purpose of applying for non-degree / non-professional civil service jobs requiring academic qualifications at or above completion of secondary education level.

Candidates may, if they wish so, take the BLT conducted by the recruiting department / grade again and if so, the latest test result obtained in that particular recruitment exercise will be counted for that particular job application concerned. If a candidate fails in the latest BLT conducted by the recruiting department / grade, he / she will be regarded as not meeting the entry requirement for the post applied and his / her application for that particular recruitment exercise concerned will not be considered further, even if he / she has obtained a pass result in a previous BLT.

Notwithstanding the above, a pass result attained by a candidate in his / her other previous BLT attempt is still acceptable for the purpose of applying for other or subsequent non-degree / non-professional civil service jobs requiring academic qualifications at or above completion of secondary education level.

 

Q 5.

Can holders of a pass result in BLT for non-degree / non-professional grades at or above completion of secondary education level use the test result in their application for degree / professional civil service jobs?

A 5.

No.  When applying for civil service jobs requiring degree / professional qualification, candidates would need to obtain a pass result in the BLT specifically for degree / professional grades in order to be considered for appointment.

 

Q 6.

Is it necessary for applicants to attach a copy of their previous BLT results when submitting application form (GF340) for civil service jobs?

A 6.

No.  The recruiting department or grade will inform candidates of the ways of submitting BLT results (if so possessed).
