Basic Law Test in Civil Service Recruitment

 

All applicants for civil service jobs will be assessed on their Basic Law knowledge. The Basic Law Test (BLT) is set according to the academic qualification requirements stipulated for different types of civil service jobs. Candidates will be assessed on the Basic Law, including its annexes, attachments and appendices, through written tests or interviews.

 

For civil service recruitment exercises advertised on or after 6 August 2021, the implementation details of the BLT are as follows –

Civil service jobs requiring degree or professional qualifications

 

A pass result in the BLT is an entry requirement. Only those candidates who have passed the BLT will be considered for appointment. The BLT result will also constitute an appropriate weighting in a candidate’s overall assessment.

The Civil Service Bureau would conduct the BLT alongside the Common Recruitment Examination. The BLT paper is bilingual (in both English and Chinese), consisting of 15 multiple-choice questions to be completed in 20 minutes. Attaining a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct) will be deemed to have a pass result in BLT.  Please click here for information on the application arrangements for BLT (degree/professional grades).

For candidates who have taken a BLT conducted before (either a BLT centrally conducted by the Civil Service Bureau or a BLT arranged by individual bureaux/departments in their past civil service recruitment exercises (degree/professional grades)), they will be deemed to have a pass result in BLT if they have attained a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct).

Participants will be informed of their test results (usually within one month after the BLT centrally conducted by the Civil Service Bureau). Pass results in the BLT are of permanent validity. Holders of a pass result in BLT (for degree/professional grades) will be exempted from taking the BLT again when applying for other degree / professional civil service jobs, or non-degree / non-professional civil service jobs requiring academic qualifications at or above completion of secondary education level Note. Candidates may, if they wish so, take the BLT again when applications for the next round of BLT conducted by the Civil Service Bureau are called.

For candidates who have not taken the BLT or have not attained a pass result in the BLT at the time of application, they may still apply for the job and arrangements will be made for them to take the BLT during the recruitment process.

Civil service jobs requiring non-degree or non-professional qualifications at or above completion of secondary education levelNote

 

A pass result in the BLT is an entry requirement. Only those candidates who have passed the BLT will be considered for appointment. The BLT result will also constitute an appropriate weighting in a candidate’s overall assessment.

The BLT will be conducted by the recruiting department / grade during the recruitment process. The BLT paper is bilingual (in both English and Chinese), consisting of 15 multiple-choice questions to be completed in 25 minutes. Attaining a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct) will be deemed to have a pass result in BLT.

For candidates who have taken a BLT before (either a BLT arranged by individual bureaux / departments in their past civil service recruitment exercises or a BLT centrally conducted by the Civil Service Bureau), they will be deemed to have a pass result in BLT if they have attained a score at or above 53 out of the full mark of 100 (i.e. getting at least 8 out of 15 questions correct).

The recruiting department / grade will notify candidates of their test results normally within 4 weeks. Pass results in the BLT are of permanent validity and are acceptable for the purpose of applying for other non-degree / non-professional civil service jobs requiring academic qualifications at or above completion of secondary education level. Candidates may, if they wish so, take the BLT again when they apply for another job. If so, the latest BLT result obtained in that particular recruitment exercise will be counted for that job application concerned.

For candidates who have not taken the BLT or have not attained a pass result in the BLT at the time of application, they may still apply for the job and arrangements will be made for them to take the BLT during the recruitment process.

Civil service jobs requiring academic qualifications below completion of secondary education level Note

 

Candidates will be tested orally on their Basic Law knowledge during recruitment interviews. The results of Basic Law assessment will be taken into account only if two candidates are considered equal in all other aspects.

Note: For the purpose of BLT, “completion of secondary education” refers to completion of Secondary 6 under the New Academic Structure (Hong Kong Diploma of Secondary Education Examination (HKDSEE)), or equivalent; or completion of Form 5 under the previous academic structure (Hong Kong Certificate of Education Examination (HKCEE)), or equivalent. Non-degree and non-professional civil service jobs with appointment requirements at Higher Diploma, Diploma, Higher Certificate, and Certificate level also fall under this category.
