IT was announced in the 2022 Policy Address that District Services and Community Care Teams (“CTs”) would be set up in all 18 districts. The purposes of setting up CTs are to consolidate community resources and strengths with a view to supporting the Government’s district work and strengthening community network. CTs will organise caring activities in 18 districts such as home visit, assistance in handling emergencies, dissemination of Government information and reflecting public views to the Government.
Composition and resources

The Government delineates the 18 districts into 452 sub-districts, with one CT for each sub-district. Each CT will have around 8 to 12 members, including one captain and one vice-captain. District Officers are the commanders of all CTs in their districts.

The Government provides CTs with some of the resources required. The total amount of funding for each CT for a two-year service agreement ranges from about $800,000 to $1,200,000. CTs will also provide services to members of the public through sponsorship, donation or internal resources.

Joining forces, organising caring activities

CTs in Southern and Tsuen Wan districts were launched in April and May this year respectively while those in the other 16 districts have also been established recently.

CTs pull together people from sectors such as the youth, women and professionals, etc. who are committed to strengthening community support and providing caring services. They pay visits to elderly households and needy families; provide them with basic home maintenance and cleansing service; and assist in registering for public services, etc. CTs in Southern and Tsuen Wan districts have visited around 5,000 elderly households and needy families, and provided 1,300 support services since their launch.

Standing by for emergencies, serving with passion

CTs spare no effort in helping members of the public during emergencies. After a severe traffic accident happened on Texaco Road, Tsuen Wan in mid-May 2023, CT members immediately set up an inter-departmental help desk at the hospital to help the injured and their families. They worked tirelessly in sweltering heat to provide fresh water for the households of Ap Lei Chau Estate in the Southern district in June this year during fresh water suspension. Not to mention the work of the CT teams of these two districts before Super Typhoon Saola and heavy rainstorms struck Hong Kong in early September. CT members of both districts worked timelessly during this period. Before the typhoon came to Hong Kong, they disseminated information on precautionary measures and helped residents in low-lying areas to place sandbags to protect their home from flooding and fix adhesive tape to windows. During the typhoon and heavy rainstorms, CT members also manned temporary shelters and helped clear fallen branches and road obstacles afterwards. Visits were also paid to affected residents, with a view to alleviating the impact of the typhoon and rainstorms on the public.

Connecting the Government and the public, disseminating important messages

CTs forge friendly relationships with residents and help promote important government policies including proposals on improving governance at district level, appealing for support for organ donation, etc. through established communication channels.

452 CTs in 18 districts have all been launched, weaving a tighter network of community support. Please help promote CTs’ work among people in need, and build a better community together.
