Ethical Leadership Programme

The Civil Service Bureau and the Independent Commission Against Corruption have jointly launched the "Ethical Leadership Programme". The programme aims to instil and sustain the culture of civil service integrity through the leadership and commitment of the senior management in bureaux/departments. 

The activities organised under the Programme include :

  • a thematic workshop for Ethics Officers of bureaux/departments and officers responsible for integrity management (December 2025);
  • a small-group sharing session on integrity promotion for bureaux/departments according to their work areas or nature of work (January 2026);
  • 3 seminars for officers of different ranks on the offence of “Misconduct in Public Office” (September 2025, October 2025 and January 2026); and
  • publication of a booklet relating to the Offence of Misconduct in Public Office (September 2022).
