Biography

Mr Chan joined the civil service in 1995 and has worked in various government bureaux and departments. He was Principal Electoral Officer (Elections) in the Registration and Electoral Office in 2024. Mr Chan became the Director of General Grades in December 2025.

Schedule of Responsibilities

  • Overall management, training and development of the Executive Officer, Clerical and Secretarial Grades (the General Grades)
  • Formulation and implementation of human resource management policies for the General Grades
  • Civil service examinations
  • Bureau's e-business co-ordinator
