Biography
Ms Mak joined the civil service in 2001. She was Principal Assistant Secretary for Home Affairs (Culture) in 2011 and then Principal Assistant Secretary for Education (Further Education) in 2017. She served as Principal Assistant Secretary for Food and Health (Health) in 2021 and Deputy Secretary for Health in 2023. Ms Mak became Deputy Secretary for the Civil Service 1 in July 2026.

- Policies on the entry system, recruitment, appointments and promotion
- Policies on retirement, retirement benefits system, post-service employment and management-initiated exit arrangement
- Co-ordinating the development of strategic Human Resource Management initiatives
- Co-ordinating directorate establishment matters
- Co-ordinating directorate succession and training and development plan
- Assisting Permanent Secretary for the Civil Service in Administrative Officer Grade management
- Head of the Official Languages Officer, Simultaneous Interpreter and Calligraphist Grades
- Policy on the use of official languages in the civil service
- Integrity checking
- Establishment and organisation related issues in respect of certain bureaux and their groups of departments
- Policy matters concerning the Public Service Commission
