Training Officer Grade

Most of the Training Officers are working in Civil Service Bureau and some are deployed to work in other bureaux / departments. They are responsible for providing training and development services to civil servants, and for providing consultancy and advisory services to bureaux / departments on human resource development.

Grade Structure and Establishment

The establishment of the Training Officer Grade as at 25 October 2017 is as follows :

Duties and Responsibilities

Members of the Training Officer grade are mainly deployed on the following duties:

  • designing and conducting training programmes on management, language, communication etc. for government employees;
  • planning and organising human resource development programmes and activities;
  • providing consultancy services and advice to bureaux / departments on human resource management matters;
  • designing and developing e-learning materials, providing advisory service on e-learning;
  • assisting in formulating policies on training and performance management; and
  • undertaking training and general administration work.
