Civil Service Code
The Civil Service Code (the Code) was promulgated in 2009 and has been in place since then. As the expectations and demands of the community towards civil servants have continuously grown, the Government sees a need to update the Code to spell out the core values and standards of conduct which present-day civil servants should uphold, the constitutional basis and order of the Hong Kong Special Administrative Region, and the constitutional roles and responsibilities of civil servants under this basis.
The consultation on the updated Code ended on 19 January 2024. The Government will take into account the views received and promulgate the updated Code soon.
