I am very honoured to be appointed as Secretary for the Civil Service and given the chance to lead the brilliant civil service of the HKSAR Government. Together, we will work as a team to fully support the Chief Executive in the administration of Hong Kong and provide the public with quality, professional services.
I joined the Administrative Officer Grade in 1986. Having worked in the civil service for 31 years, I am strongly attached to the team and clearly understand the community's expectations of us. As there are quite a number of policy initiatives within the Civil Service Bureau’s purview that need to be actively pursued, I and colleagues in the Bureau will surely work in concert and communicate with all parties concerned to ascertain the operational and manpower requirements of bureaux and departments and provide appropriate support for civil servants.
Our civil service is a distinguished team of high professionalism. In my new position, I will endeavour to uphold the civil service's core values, including commitment to the rule of law, honesty and integrity, objectivity and impartiality, political neutrality, dedication, professionalism and diligence. I will also do my best to lead the civil service to move with the times and stay proactive in the delivery of quality public services.
