It is a great honour to be appointed by the Central People's Government as Secretary for the Civil Service of the Hong Kong Special Administrative Region Government.
Since joining the Government in 1980, I have witnessed the remarkable progress of Hong Kong in various areas such as political, economic and social development as well as people's livelihood. I have also seen the important role of the civil service in the development of Hong Kong and its contribution to the process. Our civil servants are renowned for their efficiency, professionalism, integrity and impartiality. I feel deeply privileged to be able to continue to work with this distinguished team to serve the community in my new capacity as a political appointee.
I am well aware of the challenges and pressure posed to civil servants of all grades and ranks by our evolving social environment and rising public expectations. As Secretary for the Civil Service, I will, with humility and sincerity, strengthen communication with civil servants at all levels to enhance our partnership and collaboration. In line with the new style of governance advocated by the Chief Executive in her Election Manifesto, I will also do my best to render appropriate support to civil servants to ease their work pressure, boost their morale and foster a stronger sense of belonging among them, with a view to elevating the governance efficiency of the Government.
I earnestly look forward to working hand in hand with the civil service in delivering quality public services in keeping with the people-based principle. Let's work together for the stability and prosperity of Hong Kong.
