It is my great privilege and honour to take up the post of Secretary for the Civil Service of the Fourth Term Hong Kong Special Administrative Region Government and to join hands with you in serving the Hong Kong community. The Civil Service has all along been an instrumental element of good governance in Hong Kong, providing a solid foundation for effective administration and smooth implementation of government policies. In the face of rising expectations of the public, colleagues have remained firmly committed to a people-oriented approach in carrying out your duties. Your contribution has won well-deserved recognition.
One of my major tasks as Secretary for the Civil Service is to uphold the cardinal principles and core values of the Civil Service, which include commitment to the rule of law, honesty and integrity, objectivity and political neutrality, accountability for decisions and actions, and dedication, professionalism and diligence. With my service in different departments since joining the Government 34 years ago, I have a reasonable grasp of colleagues’ concerns. Drawing from the experience I have accumulated over the years, I will work hard to have candid exchanges with departments, colleagues and staff unions, and foster a partnership that is built on consensus, mutual trust and understanding.
As the new term Government sets out to work, colleagues will be facing new challenges and new missions. It is thus all the more important for staff matters to be well handled, so that the Civil Service will continue to stand united and operate with efficiency.
Looking ahead, I pledge to do my utmost to carry on the fine traditions of the Civil Service, and enhance the morale of departments and colleagues. I would also like to take this opportunity to call upon all of you to stay committed to your duties and pursue further excellence in your work. Let us work together for the prosperity and stability of Hong Kong.
