The Civil Service Bureau announced today (May 22) that following the validation of the results of the 2012 Pay Trend Survey (i.e. the "gross pay trend indicators") by the Pay Trend Survey Committee, the "net pay trend indicators" - derived by deducting the cost of increments paid to civil servants in 2011-12 from the "gross pay trend indicators" - are as follows:

Salary band Gross pay trend indicator Cost of civil service increments (as a % of the total civil service payroll cost in 2011-12) Net pay trend indicator
(a) (b) (a) minus (b)
Upper (monthly salary from $51,671- $103,900) 6.01% 0.75% 5.26%
Middle (monthly salary from $16,855- $51,670) 6.64% 0.84% 5.80%
Lower (monthly salary below $16,855) 5.71% 1.15% 4.56%

In accordance with the established mechanism, the Chief Executive in Council will decide on the rates of civil service pay adjustment (if any) for 2012-13 having regard to the "net pay trend indicators" above and other relevant factors, namely, the state of Hong Kong's economy, the Government's fiscal position, changes in the cost of living, the staff sides' pay claims and civil service morale.
