2008-09 civil service pay adjustment
A spokesman for the Civil Service Bureau announced today (May 21) that following the validation of the results of the 2008 Pay Trend Survey (i.e. "the gross pay trend indicators") by the Pay Trend Survey Committee, "the net pay trend indicators" - derived by deducting the cost of increments paid to civil servants in 2007-08 from "the gross pay trend indicators" - are as follows:
Salary band |
Gross pay |
Cost of civil |
Net pay |
Upper |
6.90% |
0.60% |
6.30% |
Middle |
5.87% |
0.58% |
5.29% |
Lower |

In accordance with the established mechanism, the Chief Executive-in-Council will decide the rates of adjustment (if any) to civil service pay for 2008-09 having regard to the "net pay trend indicators" above and other relevant factors, namely, the state of the economy, the Government's fiscal position, changes in the cost of living, the staff sides' pay claims and civil service morale. The adjustment (if involving additional financial implications) will need to be approved by the Finance Committee of the Legislative Council.
