Training Officer I
Salary :
Master Pay Scale Point 28 ($62,895 per month) to Master Pay Scale Point 33 ($79,135 per month).
Entry Requirements :
Candidates should have –
(a) a bachelor’s degree from a university in Hong Kong, or equivalent;
(b) four years’ post-qualification full-time experience in at least one of the following work areas –
(i) human resource management or executive training and development;
(ii) lecturing / programme management in a tertiary institute in public administration, management, communication, Mainland China / Hong Kong / international affairs or related areas;
(iii) research in a tertiary / research / professional institute in public administration, Mainland China / Hong Kong / international affairs or related areas; or
(iv) managerial position in relation to public administration, organisational development, corporate communication or related areas.
(c) a pass result in the Aptitude Test in the Common Recruitment Examination (CRE) [Note (1)];
(d) met the language proficiency requirement of Level 2 results in the two language papers (Use of Chinese and Use of English) in the CRE or equivalent [Notes (1) to (3)], and strong command of written Chinese and English, and proficiency in spoken Cantonese, Putonghua and English; and
(e) a pass result in the Basic Law and National Security Law Test (Degree / Professional Grade) (BLNST) [Note (4)].
[Note: Candidates are required to demonstrate a commitment to serve in the public sector and to pursue the mission to cultivate patriotic spirit and public service values in the civil service; self-motivation and the ability to motivate others; strong organisation, communication and facilitation skills; creative thinking; and the ability to work independently, as well as collaboratively with teams to produce results.]
Notes:
(1) Candidates’ results in the Aptitude Test (AT) paper of the CRE are classified as Pass or Fail, while the results of the Use of Chinese (UC) and Use of English (UE) papers of the CRE are classified as Level 2, Level 1 or Fail, with Level 2 being the highest. Level 2 and Level 1 results of the two language papers and Pass result of the AT paper obtained from December 2006 onwards are of permanent validity. Applicants with valid requisite results in the AT, UC and UE papers obtained in previous CREs are deemed to have met the entry requirements (c) and (d) of the post.
(2) Chinese language proficiency requirement: Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the UC paper of the CRE.
(3) English language proficiency requirement: The following examination results are accepted as meeting the English language proficiency requirement –
(i) Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level), are accepted as equivalent to Level 2 in the UE paper of the CRE.
(ii) An overall band of 6.5 or above with subtest score of 6 or above in one sitting in the Academic Module of the International English Language Testing System (IELTS) within the two-year validity period of the test result is accepted as equivalent to Level 2 in the UE paper of the CRE. The IELTS test result must be valid on any date during the application period (i.e. from 12 April 2024 to 26 April 2024).
(4) All applicants for civil service jobs will be assessed on their knowledge of the Basic Law and the National Security Law. A pass result in the BLNST is an entry requirement for all civil service jobs. Only those candidates who have passed the BLNST will be considered for appointment. For candidates who have not taken the relevant BLNST or have not attained a pass result in the relevant BLNST at the time of application, they may still apply for the job and arrangements will be made for them to take the relevant BLNST during the recruitment process.
Duties :
Training Officers support the Civil Service College in mapping out training strategies, and delivering training programmes / activities for promoting patriotic spirit and public service values, and strengthening civil servants’ capability in providing public service and maintaining governance effectiveness. Major duties and responsibilities of a Training Officer I are –
(a) designing / conducting / facilitating training programmes on Public Service Values, Government Fundamentals, Service Culture, Management, Communication and related areas;
(b) supporting training / corporate human resource development projects and activities;
(c) assisting in providing consultancy services on human resource development;
(d) assisting in research, developing training materials, and promoting e-learning; and
(e) managing training administration.
Training Officers may be posted to work in other bureaux / departments.
Terms of Appointment :
A new appointee will be appointed on three years’ civil service agreement terms. A gratuity may be granted upon satisfactory completion of the full agreement period. The gratuity payable for the agreement will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund Scheme, equals 15% of the total basic salary of substantive office drawn during the period of agreement. Upon completion of the agreement terms, the officer may be considered for appointment on the prevailing permanent terms.

A duly completed application form should be submitted by 26 April 2024 with a curriculum vitae (CV) setting out details of academic qualifications and relevant work experience.
The new version of application form for Government jobs G.F. 340 (Rev.7/2023) has been in use with effect from 26 July 2023. Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023). If candidates submit the old version form [G.F. 340 (Rev. 3/2013)], they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request. If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.
Completed application form together with a CV must be submitted on or before the deadline for application. Please set out on the CV the details of the relevant working experience with highlights to indicate that you have met at least one of the experience requirements in (b)(i) – (iv) of the entry requirements above.

Submission of G.F. 340 by fax or by email will not be accepted. Applications which are not made in the prescribed form [G.F. 340 (Rev.7/2023)] or incomplete, late or without provision of the applicant’s separate CV will not be considered.
To avoid delay or unsuccessful delivery of mail items, please ensure that the correct address is clearly stated on the envelope and sufficient postage has been paid before posting. Mail items bearing insufficient postage will not be delivered to this Bureau and will be returned to the sender or disposed of by the Hongkong Post, where appropriate. Applicants will bear any consequences arising from not paying sufficient postage.
Deadline for application:
The closing date of application is 26 April 2024. Late or incomplete applications will NOT be accepted. Towards the application deadline, the on-line system would likely be overloaded due to large volume of applications. To ensure timely completion of your on-line application, it is advisable to submit the application as early as possible.
Eligible candidates will be invited via email for a written test in both Chinese and English tentatively scheduled for the period between late June and early July 2024. Those who are not invited on or before 25 June 2024 should consider their applications unsuccessful. Candidates who have passed the written test will be advanced to the subsequent selection process which includes individual interview at which a presentation is required.

General Notes :
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.

(i) Holders of academic qualifications other than those obtained from Hong Kong institutions / Hong Kong Examinations and Assessment Authority may also apply but their qualifications will be subject to assessments on equivalence with the required entry qualifications. At this stage of application, all applicants are not required to attach any originals / copies of diplomas / certificates, transcripts and other qualification documents issued by the academic institutions.
