2018 Open Recruitment Exercise for the post of Clerical Assistant

Recruitment Exercise for the post of Clerical Assistant is now open for applications.  Application procedures are listed as below:

 

All completed application forms must be submitted on or before the deadline for application through one of the following means: (a) through the on-line facilities on the Civil Service Bureau homepage at http://www.csb.gov.hk; (b) by post to General Grades Office, Civil Service Bureau, 7/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong (the postmark date on the envelope will be regarded as the date of submission of application).  Please ensure that the delivery address on the envelope is correct and sufficient postage has been paid.  An applicant will bear any consequences arising from not paying sufficient postage; or (c) by hand to the application drop-in box located at the Staff Entrance, 2/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong.  The drop-in box is available until 5:00 p.m. on 30 August 2018.  Application Form [G.F. 340 (Rev. 3/2013)] can be downloaded from the Civil Service Bureau homepage at http://www.csb.gov.hk and are obtainable from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centre of the Employment Services Division, Labour Department.  Please specify “Application for the post of Clerical Assistant” on the envelope.  Late or incomplete applications, or applications not made in the prescribed form or submitted by fax or e-mail will not be accepted.

 

Holders of academic qualifications other than those obtained from Hong Kong institutions/Hong Kong Examinations and Assessment Authority are required to attach copies of their diplomas/certificates, transcripts of studies and official documents stating the mode of delivery (e.g. full time/part time, on campus/distance learning, etc.) of the study programmes.  To facilitate assessment of qualifications, the above documents on the prior qualifications obtained should also be supplied as far as possible.  Those who apply on-line should submit copies of these documents by post to General Grades Office, Civil Service Bureau, 7/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong on or before 6 September 2018 (the online application number should be quoted on the envelope and copies of documents).  Do not send any originals of diplomas/certificates or other qualification documents at this stage of application.

 

Copies of local qualification documents are not required at this stage of application.

  • The information on the timeline and selection methods is for reference only.

  • Candidates should have (a) completed Secondary 4 with subjects studied including Mathematics, or equivalent; (b) Chinese word processing speed of 20 words per minute and English word processing speed of 30 words per minute, and application knowledge of common business software; and (c) attained a level of proficiency in Chinese Language and English Language equivalent to Secondary 4 standard.
  • For the purpose of appointment to this post, a pass result or above in Chinese Language/English Language in the final examination of Secondary 4 or any one of the examinations of Secondary 5 or above is accepted administratively as meeting the Chinese/English language proficiency requirement at Secondary 4 level respectively.  Results at a level higher than Secondary 4, including Level 2 or above in Chinese Language/English Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE); or Grade D or above in Chinese Language/English Language in IGCSE/GCSE/GCE O Level; or a full Project Yi Jin Certificate/Yi Jin Diploma/Diploma Yi Jin/Foundation Diploma/Diploma of Foundation Studies are also accepted for the existing purpose.
  • Applicants holding examination results/qualifications at higher standard than those above, such as results in the Use of Chinese paper/Use of English paper in the Common Recruitment Examination and the Academic Module of International English Language Testing System (IELTS), and non-local qualifications will also be considered subject to their meeting the language proficiency requirements upon individual assessment.
  • To expedite the assessment on candidates' language proficiency, candidates should provide the results in Chinese Language and English Language obtained in local/non-local public examinations in Table(I) "Public Examination Results" under "Academic Attainment" of the Application Form [G.F. 340 (Rev. 3/2013)] and provide the results in Chinese Language and English Language obtained in the examinations of Secondary 4 or above in Table(II) "Education" under "Academic Attainment", wherever applicable.
  • As invitations or notifications will be sent to candidates by e-mail, candidates should provide an accurate e-mail address in the Application Form [G.F. 340 (Rev. 3/2013)].  Candidates are responsible for checking their e-mails to ensure that invitation or notification will be duly received.
   
Note 3
  • Where a large number of candidates meet the specified entry requirements, shortlisting criteria may be applied to select the better qualified candidates for further processing.  In the circumstances, only shortlisted applicants will be invited to attend the Skills Test. 
  • It is Government policy to place people with a disability in appropriate jobs wherever possible.  If a disabled candidate meets the entry requirements, he/she will be invited to attend the Skills Test without being subject to further shortlisting. 
  • As it takes time to assess the qualifications/language proficiency of individual candidate, an invitation to the Skills Test does not imply that the candidate has met the entry requirements of the post.
  • Candidates who have also applied for the post of Assistant Clerical Officer (ACO) in response to the recruitment advertisement published on 3 August 2018 and who are qualified for the Skills Test will only be required to attend one Skills Test for the two posts (i.e. CA and ACO).  The test results will be used to assess whether the candidates have met the requirement for attending the Selection Interview for the respective post.
  • Candidates who are selected to attend the Skills Test will normally receive an invitation by February 2019.  Otherwise, they may assume their application unsuccessful. 
  • Only those who pass the Skills Test will be eligible to attend the Selection Interview.  Candidates who are selected to attend the Selection Interview will normally receive the invitation within 10 weeks from the Skills Test.  Otherwise, they may assume their application unsuccessful.
   
Note 4
  • As it takes time to assess the qualifications/language proficiency of individual candidate, an invitation to the Selection Interview does not imply that the candidate has met the entry requirements of the post.
   
Note 5
  • Subject to the clearance of all recruitment formalities, candidates who are found suitable for appointment will normally receive notification by late June 2019.
