Q 1. Is the Basic Law requirement applicable to all civil service recruitment exercises?
A 1. Yes. For the purpose of heightening public awareness of the Basic Law and promoting a culture of learning of the Basic Law in the community, all candidates applying for civil service jobs to be advertised from 1 September 2008 onwards will be assessed on their Basic Law knowledge.
Q 2. Why assessment on Basic Law knowledge for some civil service jobs is conducted through written tests while others are through oral questions at interview?
A 2. The format of Basic Law assessment is set according to the different academic qualifications stipulated for different types of civil service jobs. For civil service jobs requiring qualifications at Form 5 level or above, candidates will be tested on their Basic Law knowledge through written test in multiple-choice format. For civil service jobs requiring academic qualifications below Form 5 level, candidates will not need to go through a written Basic Law test. Instead they will be tested orally on simple aspects of the Basic Law during recruitment interviews.
Q 3. Will candidates who have failed in Basic Law test or who have not attended any Basic Law test be regarded as not having met the entry requirement and hence will not be considered for appointment?
A 3. Civil service vacancies are filled by selection from among eligible candidates on the basis of their overall merits. As always, the appointment authority will assess the suitability of candidates on the basis of their skills, experience, performance in examinations and interviews etc, having regard to the requirements of the vacancies concerned. Basic Law test result will not affect a candidate's eligibility for job application or recruitment interview. It will be one of the considerations to assess the suitability of a candidate.
Q 4. How Basic Law test result is adopted as one of the considerations to assess the suitability of a candidate?
A 4. For civil service jobs requiring qualifications at Form 5 level or above, the written test result will constitute an appropriate weighting in the candidates' overall assessment. For civil service jobs requiring academic qualifications below Form 5 level, the results of Basic Law assessment during interview will be taken into account only if two candidates are considered equal in all other aspects.
Q 5. Are holders of Basic Law test results for degree/ professional grades required to sit for the Basic Law written test again when applying for other degree/professional civil service jobs?
A 5. No. Candidates may, if they wish so, take the test again when applications for the next round of Basic Law tests for degree/ professional grades are called.
Q 6. Are holders of Basic Law test results for degree/ professional grades required to sit for the Basic Law written test again conducted by the recruiting authority when applying for non-degree/ non-professional civil service jobs at Form 5 level or above?
A 6. Holders of Basic Law test results for degree/ professional grades will be exempted from sitting the Basic Law written test again when applying for other non-degree/ non-professional civil service jobs requiring academic qualifications at Form 5 level or above. Candidates may, if they wish so, take the Basic Law test conducted by the recruiting authority again and if so, the latest test results will be counted.
Q 7. Could holders of Basic Law test results for non-degree/ non-professional grades at Form 5 level or above use these test results in their application for degree/ professional civil service jobs?
A 7. As the level of complexity of the two tests are different, candidates applying for degree/ professional civil service jobs should present the Basic Law test results for degree/ professional grades when applying for these posts, instead of the Basic Law test results for non-degree/ non-professional grades at Form 5 level or above.
Q 8. With effect from 1 September 2008, is it necessary for applicants to attach their previous Basic Law test results when submitting application form (GF340) for civil service jobs?
A 8. It is not necessary for applicants to attach their Basic Law test results at the time of submitting job application form. The recruiting authority will inform eligible candidates the relevant Basic Law assessment arrangements and/ or ways to submit Basic Law test results.
