"Meeting the Challenges of Change" - the Chief Secretary for Administration
Yesterday in a public address entitled "Hong Kong's Civil Service : Meeting the Challenges of Change", the Chief Secretary for Administration pointed out that the civil service had made a signal contribution to all Hong Kong had achieved. "Our civil service is still one of our most precious assets and the whole community will be the worse off if it is undermined. The civil service has always provided stability, continuity, certainty, honesty and integrity", he stressed. He also highlighted the challenges facing the civil service and the Administration's notion of maintaining an apolitical, professional and career civil service. As the Chief Secretary for Administration said in his address, one could not recall a time when the spotlight was more searchingly focused on civil servants who became the subject of some ill-judged and unsubstantiated criticisms. I urge colleagues to face these criticisms without fear or favour and respond to them with reason and compassion. We should demonstrate through our words and deeds that we are a dignified, dedicated and quality civil service committed to serving our fellow citizens.
