Dear Colleagues,

Lunar New Year Greetings

On this first day of the Year of the Horse, I wish to extend to you my cordial greetings.

Hong Kong people love horses, which symbolise agility, stamina and tenacity.  Horse-racing is a favourite activity in Hong Kong.  We used to say that life should go on as usual after 1997, so should horse-racing, and this reflected vividly the public expectation of the kind of life under the concept of "one country, two systems".  In fact, members of the civil service have made valuable contributions towards the successful implementation of the "one country, two systems".

In recent years, the economy of Hong Kong has been at a low ebb, like a thoroughbred in bad shape.  It needs not only continued tender love, care and intensive training, but also words of encouragement to boost its confidence.  Once it is in perfect form again, it will stage a comeback and reclaim its title as the champion.

As civil servants, we are answerable to the citizens of Hong Kong.  We must appreciate their concerns and work as best as we can.  I am sure that with the concerted efforts of the entire community, the thoroughbred will perk up and carry Hong Kong into new heights.

May I wish all the citizens in Hong Kong, including members of the civil service, a happy and successful New Year.
