Dear Colleagues,
In Memory of Mr Chiu Shun-on
On 28 August, off-duty Senior Fireman Mr Chiu Shun-on lost his life while trying to save that of a young boy off Tai Long Sai Wan in Sai Kung. All of us in the Civil Service have been deeply saddened by this tragic news. We extend our sincere condolences to Mr Chiu's family and will do our utmost to help them through this period of grief and difficulties.
Mr Chiu was a man of high virtues. Off duty though he was, he did not forget his bounden duty to help those in distress. He even sacrificed his life in fulfilling it. His brave and selfless act is the very exemplification of the best of civil servants. All of us should look up to him as a shining example of wholehearted devotion to serving the community.
As a civil servant, we should always have the interests of the community at heart. Besides conscientiously performing our duties at our posts, we should commit ourselves to serving the people and maintaining a high standard of integrity at all times. We must bear in mind that our words and deeds are not just a matter of our own; they affect people's opinion of the whole Civil Service.
At a time when the general public is beset with difficulties in the face of an economic downturn, we civil servants, with relatively secure job and livelihood, should be even more ready to do our best to serve the community. We should remain as the cornerstone of the community and win the respect and trust of the people with our good service.
Mr Chiu's sacrifice commands our greatest respect. I would like to point out that Principal Firemen Mr Cheng Kam-wah and Mr Choi Yu-shing, Firemen Mr Hui Chi-leung, Mr Pang Yuk-wah and Mr To Chi-ming and shopkeeper Mr Cheung Yat-ming also took part in the rescue. Their courageous acts are equally respectable and commendable.
Lastly, I would like to pay my highest respect to Mr Chiu and all those who took part in the rescue, and tender once again my heartfelt condolence to Mr Chiu's family.
Yours sincerely,
(Joseph W P Wong) Secretary for the Civil Service
