Dear Colleagues,

In Memory of Mr Leung Shing-yan

On 14 March, we suffered the loss of a young and promising colleague - Constable Leung Shing-yan.

The news of Mr Leung's untimely death whilst performing his duty has deeply affected all of us. At the age of twenty-four, he should be living a full life pursuing his ideals, yet at this very time Mr Leung lost his life. Such an untimely death is particularly saddening to us. We sincerely extend our condolences to Mr Leung's family and will render our support to them through this sad and difficult period.

The Commissioner of Police has praised Mr Leung for his courage and dedication. We strongly condemn the cold-blooded killing of a police officer. We look to the Police to bring the perpetrator to justice as soon as possible.

The incident highlights the danger and pressure that front-line police officers face in the line of duty. However, I am confident that the Police Force, under the leadership of the Commissioner of Police, will continue to demonstrate their professionalism when performing their duties of upholding law and order and protecting the life and property of the public.

Mr Leung's passing away serves to remind us of the importance of the Civil Service as a cornerstone for maintaining Hong Kong's stability. We are dedicated to our job and will continue to deliver our services whole-heartedly to support the needs of the community.

Mr Leung's memory will live on. Once again, let us pay our deepest respects to him.

Yours sincerely,

Joseph W P WONG

(Joseph W P Wong)
Secretary for the Civil Service
