Our Ref. : BP 6/25 13 May 2003
Dear Colleagues,
Public Officers Pay Adjustments (2004/2005) Bill
Further to my letter of 8 April 2003 informing you that the Chief Executive in Council had agreed in principle to the draft Public Officers Pay Adjustments (2004/2005) Bill, I am writing to let you know the latest developments of the legislative exercise.
The Chief Executive in Council has today decided that the Public Officers Pay Adjustments (2004/2005) Bill should be introduced into the Legislative Council (LegCo) for implementing the civil service pay reductions which are to take effect from 1 January 2004 and 1 January 2005 respectively. In making the decision, the Government has taken into consideration the views received from staff representatives on the draft Bill. The Bill closely resembles the draft Bill, save a number of drafting changes to reflect more precisely the Government's pay reduction decision. Under the agreed legislative timetable, we shall publish the Bill in the Gazette on 16 May 2003 and introduce it into the LegCo on 21 May 2003.
We have issued today a Brief for the LegCo enclosing a copy of the Bill. If you are interested in knowing the details, please refer to the Civil Service Bureau homepage at http://www.csb.gov.hk.
I shall keep you informed of further developments of this matter.
Yours sincerely,

(Joseph W P Wong) Secretary for the Civil Service
