Our Ref. : BP 6/25 1 February 2003
Dear Colleagues,
A Common Bond in the Year of the Ram
The Year of the Ram has just commenced. In the Chinese language, the character "Ram" also means "auspiciousness". The new year hence symbolises a good start and heralds smooth progress and prosperity. I sincerely wish that all civil servants would continue to uphold their professionalism in assisting the Government to revive the economy for the betterment of Hong Kong.
As sheep are good-tempered, gregarious and peace-loving, I earnestly hope that the new year would bring peace to the world. Likewise, I hope that all people in Hong Kong, including our civil servants, would set aside their differences and weld a common bond for a harmonious community.
I wish you would enjoy good health and achieve your work targets in the new year.
Yours sincerely,

(Joseph W P Wong) Secretary for the Civil Service
