2017-2018 Training Officer I Recruitment Exercise

 

Training Officer I

 

Salary :

 

Master Pay Scale Point 28 (HK$53,300 per month) to Master Pay Scale Point 33 (HK$67,065 per month).

 

Entry Requirements :

 

Candidates should have -

 

(a) a degree from a university in Hong Kong, or equivalent;
 
(b) 4 years’ post-qualification full-time experience in relevant administrative / management / training experience (including training on management, human resource management, language, or communication, etc.), or experience in developing and maintaining e-learning systems and Human Resources Information Technology-related systems;
 
(c) met the language proficiency requirement of Level 2 results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE) or equivalent [Notes (1) to (3)], and possess good oral and written communication skills in both Chinese and English and a good command of Putonghua; and
 
(d) a pass result in the Aptitude Test in the CRE.

 

Notes:

(1) Applicants should verify the validity of their CRE results.
 
(2) Chinese language proficiency requirement : Level 5 or above in Chinese Language of the Hong Kong Diploma of Secondary Education Examination (HKDSEE); or Grade C or above in Chinese Language and Culture or Chinese Language and Literature of the Hong Kong Advanced Level Examination (HKALE), are accepted as equivalent to Level 2 in the Use of Chinese paper of the CRE.
 
(3) English language proficiency requirement: The following examination results are accepted as meeting the English language proficiency requirement –
 
(i) Level 5 or above in English Language of the HKDSEE; or Grade C or above in Use of English of the HKALE; or Grade C or above in English Language of the General Certificate of Education (Advanced Level), are accepted as equivalent to Level 2 in the Use of English paper of the CRE.
 
(ii) An overall band of 6.5 or above with subtest score of 6 or above in one sitting in the Academic Module of the International English Language Testing System (IELTS) within the two- year validity period of the test result.  The IELTS test result must be valid on any date during the application period (i.e. from 8 to 22 December 2017).

 

Basic Law (BL) Assessment :

For the purpose of heightening public awareness of the Basic Law (BL) and promoting a culture of learning of BL in the community, applicants for civil service jobs will be assessed on their BL knowledge.  The BL test result will constitute an appropriate weighting in a candidate’s overall assessment.

 

Duties :

A Training Officer I is mainly deployed on : (a) designing and conducting training programmes on management, language, communication, etc. for frontline staff and junior managers; (b) planning and organising Human Resource Development programmes and activities; (c) assisting in providing consultancy services and advice to departments on Human Resource Management matters; (d) designing and developing e-learning materials, providing advisory service on e-learning; and (e) assisting in training and general administration work. He / she may be posted to work in other bureaux / departments.

 

Terms of Appointment :

A new appointee will be appointed on three years’ civil service agreement terms.  A gratuity may be granted upon satisfactory completion of the full agreement period.  The gratuity payable for the agreement will be the sum which, when added to the Government’s contribution to the Mandatory Provident Fund Scheme, equals 15% of the total basic salary of substantive office drawn during the period of agreement.  Upon completion of the agreement terms, the officer may be considered for appointment on the prevailing permanent terms.

 

Selection Process :

Eligible candidates will be invited via email for a written test tentatively scheduled for the period between late February and mid March 2018.  Those who are not invited on or before 15 March 2018 should consider their applications unsuccessful.  Candidates who have passed the written test will be considered for an interview at which presentations are required.

(a) Applications should be made in the prescribed application forms [G.F. 340 (Rev. 3/2013)] which can be downloaded from the Civil Service Bureau’s website (http://www.csb.gov.hk) or obtained from any Home Affairs Enquiry Centre of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department.

Completed application forms together with resumes setting out details of relevant working experience must be submitted on or before the closing date to the address below.  Applications submitted by fax or by email will not be accepted.  Holders of non-local academic qualifications are required to submit copies of official transcripts and certificates for assessments on equivalence with the required entry qualifications.

 
(b) On-line application can also be made through the Civil Service Bureau’s website.  The supporting documents with on-line application number should be sent by email or by post.

 

Pleas ensure that sufficient postage is paid.  Underpaid mail items will be returned or disposed of by the Hongkong Post.

 

The closing date of application is 22 December 2017.

General Notes :

(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment.
 
(b) Civil service vacancies are posts on the civil service establishment. Candidates selected for these vacancies will be appointed on civil service terms of appointment and conditions of service and will become civil servants on appointment.
 
(c) The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.
 
(d) The information on the maximum pay point is for reference only and may be subject to changes.
 
(e) Fringe benefits include paid leave, medical and dental benefits, and where appropriate, assistance in housing.
 
(f) Where a large number of candidates meet the specified entry requirements, shortlisting criteria may be devised to select the better qualified candidates for further processing.  In these circumstances, only shortlisted candidates will be invited to attend the written test.
