Administrative Service Summer Internship Programme 2010

The Administrative Service forms a cadre of multi-skilled professional administrators who play a key role in the Government of the Hong Kong Special Administrative Region. They are involved in policy formulation, resource allocation and implementation of major Government programmes. Posted around different bureaux and departments at regular intervals, they enjoy variety in their career and contribute to different areas of work in the Government.

The primary objective of the Administrative Service Summer Internship Programme ("the Programme") is to give Hong Kong students who wish to pursue a career in the Administrative Service an early opportunity to get some hands-on experience of working in the HKSAR Government, so as to facilitate their future career planning.  We now invite interested full-time students who fulfill our selection criteria to apply for the Programme in 2010.

Duties

Students participating in the Programme will be exposed to duties similar in nature to the duties of Administrative Officers in assigned posts in Government bureaux or departments. In addition, we will also organise visits for these students to various Government offices and / or relevant public organisations.

Selection Criteria

Participants in the Programme are required to fulfil the following requirements:

(a) Hong Kong Special Administrative Region Permanent Resident status;
(b) Students undergoing full-time studies at a local or overseas tertiary institution in the 2009-10 and 2010-11 academic years, and with a view to obtaining or already in possession of a bachelor's or higher degree by summer 2011;
(c) Commitment to serve the community and an interest in pursuing a career in the Administrative Service after graduation;
(d) Possession of leadership qualities;
(e) Ability to work in a team;
(f)

Active participation in community/school activities;

(g) Outstanding academic achievements; and
(h) Good command of both Chinese and English.

Terms of employment

The employment will be for a period of about two months or more between May and August 2010 (depending on office exigencies and individual participants' availability, the actual employment period for different cases may vary).  The level of remuneration for participants will be announced nearer the time.  (For reference, remuneration for participants in the Programme in 2009 was $7,000 per month, including contribution to Mandatory Provident Fund).  Participants are normally required to work 44 hours per week.  The exact hours of work will depend on the actual operational needs.  Overtime work, where necessary, will be compensated by time-off in lieu.

How to apply

Local applicants

All local applications (including those from students of local tertiary institutions who are currently participating in exchange programmes at universities outside Hong Kong) must be routed through the tertiary institution that the applicants are currently enrolling in.  Applicants are required to approach the responsible department of their tertiary institution direct for details on the application procedures.  All local applications must reach the concerned department of the respective tertiary institution by 29 January 2010.

Applicants Studying Full-time outside Hong Kong

Hong Kong students studying at universities outside Hong Kong (excluding students of local tertiary institutions who are currently participating in exchange programmes at universities outside Hong Kong) who wish to participate in the Programme are required to submit by mail the following information to the Administrative Service Division of Civil Service Bureau (at Room 1017, 10/F, West Wing, Central Government Offices, 11 Ice House Street, Central, Hong Kong) (late applications and applications submitted by fax or email will not be accepted) :

(a) a completed application form together with two essays (one in Chinese and one in English) of no more than 300 words each on why they apply for this Programme and what they want to achieve from it by 29 January 2010 (according to postmark); and

(b) two different reference letters from the university they are currently enrolling in by 29 January 2010 (according to postmark).

All successful applicants will be offered identical terms of employment. No allowance will be given to appointees currently residing outside Hong Kong to cover their travelling expenses to and from Hong Kong or their subsistence during their stay in Hong Kong.
