Statutory, established under Section 29B of the Pension Benefits Ordinance.
Powers and Functions
To consider and advise the Chief Executive on appeals against decision of Secretary for the Civil Service (or Heads of Department for disciplined services) to refuse to grant pension benefits, or to cancel, suspend or reduce pension benefits granted under Section 14 or 15 of the Pensions Ordinance or Section 27 or 29 of the Pension Benefits Ordinance.
Mode of Operation
Meets only when directed by the Chief Executive to consider an appeal against the decision of a designated officer.
Meetings and papers not open to the public.
Composition
Consists of three members appointed by the Chief Executive as follows:
(a)
a person appointed from amongst the Judiciary, or members of the Bar or the Solicitors' profession who are not public officers;
(b)
a justice of the peace who is not a public officer;
(c)
a person who is neither (a) nor (b), and who is not a public officer.
