The Human Resources Management (HRM) initiatives in the Government fall mainly under the following broad categories:
(a)
Cascading of HRM Concept
Seminars and training courses are organised to spread the HRM message throughout different levels of officers.
(b)
Issue of HRM documentation
A series of packages and guidebooks on various HRM related subjects has been issued as handy reference tools for managers and staff.
(c)
Development of HRM in departments
To encourage departments to develop their own HRM plans and implement HRM initiatives, financial assistance and consultancy support have been provided to bureaux/departments.
(d)
Culture change to enhance service quality
Apart from promotion of HRM, the Government is also committed to bringing about a quality service and customer focused culture in the civil service.
Training activities have been undertaken to enhance a customer focused culture.
Financial assistance has been given to departments to organise activities to inculcate a customer focused culture among their staff.
A service award scheme has been launched to give recognition to departments and their staff for their achievements in providing quality service to their customers. (Details)

The concept of core competencies has been incorporated in performance management system. Competency-based performance management system has been widely used among professional grades.
