| Responsibilities
The responsibilities for managing human resources rest with the Civil Service Bureau (CSB), policy bureaux, departments, managers and individual civil servants.
CSB develops and communicates the overall policies regarding the management of human resources, and advises departments and provides them with assistance on the implementation of these policies.
Policy bureaux and departments are responsible for implementing central policies regarding the management of human resources and developing their Human Resource Management plans to meet their organisational goals.
Management and individual civil servants have personal responsibility for putting principles of human resource management into practice.
