Education

The Administration attaches great importance to promotion and education as a means to uphold a high standard of conduct and integrity in the Civil Service.

All civil service recruits, on appointment, are briefed on corruption prevention and other good management practices to avoid conflict of interest situations. The Administration issues from time to time reference materials to assist senior managers in strengthening ethical values among their staff and in guarding against corruption in their organisations.

As an integral part of the regular induction and refresher courses, the Civil Service Training and Development Institute and departments provide training programmes for new recruits and staff at all levels to promote the core values of the Civil Service.

The Civil Service Bureau has also been working closely with the Independent Commission Against Corruption and departments to promote an honest and clean civil service. Examples of such efforts in recent years are given below.

* Leadership Forum 2005 - Successes through Ethical Governance
* Civil Servants' Guide to Good Practices
* Civil Service Integrity Entrenchment Programme
* An Electronic Resource Centre on Integrity Management in the Civil Service
* Training, Seminars and Workshops
