Medical and Dental Benefits

Who are eligible

Civil servants and pensioners are provided with medical and dental benefits in respect of themselves and their eligible dependants.

As set out in the Civil Service Regulations (CSR), the following persons are eligible for medical and dental benefits:

*

Monthly paid officers and their families;

*

Retired Government officers living in Hong Kong and in receipt of a pension or an annual allowance and their families living in Hong Kong;

*

Families of officers killed on duty and living in Hong Kong; and

*

Families living in Hong Kong and in receipt of a pension under the Widows' and Orphans Pension Scheme or Surviving Spouses' and Children's Pensions Scheme following the death of officers while in service or after retirement.

Civil service eligible persons include persons who are eligible for civil service medical and dental benefits as defined in the CSRs and persons whose terms of appointment provide for these benefits.

How to obtain treatment    

Civil service eligible persons can receive free of charge medical advice and treatment, X-ray examination and medicines provided by the Government or Hospital Authority (HA). But they are required to pay Hospital Maintenance Fees for hospitalisation in HA hospitals. 

Conservative dental treatment is also provided free of charge to civil service eligible persons. A charge is made for dentures, dental appliances and other restorations.  

Civil service eligible persons can seek treatment at Department of Health and HA medical and dental facilities (designated facilities) throughout the territory (List). There are also separate arrangements for reimbursement / direct payment of medical expenses.

The Medical and Dental Benefits Eligibility Checking System (ECS) has been fully rolled out since 30 June 2008. Civil service eligible persons who are covered by the ECS only need to advise counter staff of the designated facilities that they are eligible for civil service medical and dental beenfits, and produce valid proof of identity (e.g. Hong Kong Identity Card, Hong Kong Birth Certificate) for their inspection when they seek treatment at the designated facilities.  The counter staff will verify their eligibility through the ECS.

Civil service eligible persons who are not covered by the ECS will need to present a valid revised GF 181 (in pink) (for civil servants and their eligible dependants) or revised Try. 447 (in brown) (for retired civil servants and their eligible dependants) and produce valid proof of identity to counter staff when they seek treatment at the designated facilities.
